The government of Zamfara, a predominantly Muslim state, instituted Islamic law on January 27. Eleven other states in the north soon followed suit. In May religious riots erupt in Kaduna over the implementation of Islamic law. The Obasanjo administration established the Niger Delta Development Commission (NDDC) on June 5 to tackle the human and ecological issues in the Niger Delta region of southern Nigeria. Nigeria celebrated 40 years of independence from the United Kingdom on October 1.
