[edit] Acting governor
Morgan was the only Acting Governor to serve during the territorial history of Wyoming. When William Hale died in office in early 1885, Morgan stepped into the governor's position for 46 days stretching from January 13, 1885–February 28, 1885. Almost two years later the resignation of George W. Baxter caused Morgan, the Secretary of the Territory to be called upon once again to assume the role of governor. This time, he was in office for a period of 35 days, December 20, 1886–January 24, 1887. In each instance, Morgan served as governor until a new presidential appointee could take office.[1]
